History
Immediately following the collapse of the Tolen Empire, a small group of planets forged an alliance out of fear of the ensuing political vacuum. As the galaxy around them erupted in conflict and chaos, a single world, Ishwar, decided to cast off the temporary martial law that had gripped the fearful worlds, and decided to set up a democratic government. Following it's success, Ishwars immediate neighbors soon took up the same government, eventually becoming a single nation. This new government called itself the republic of Ishwar.
The government is leaded by Oligarchs, with on Oligarch coming from each world, These Oligarchs are kept in check by a large senate, with senators from each world coming in numbers proportional to said worlds population. While the Oligarchs have executive authority, the Senate brings forth new laws to be approved or voided, and the government actions to be taken. The Oligarchs are considered a part of the senate, with the ability to veto laws, and generally acting as the leader for their planet. The Oligarch of Ishwar has more power than the others, and is considered the "Leader" of the entire alliance.
Military
The Ishwari military is under direct control of the senate, the Ishwari Armed Forces are keen on minimizing loss of life--as their military funding and troops are provided by each planet. As a result, the IAF believes in swift, decisive victories, by using large amounts of mobile, combined arms.The Ishwari Government is, in essence, a collection of common minded planets under a single rule. As a result, every planet in the republic raises it's own troops, who fight under the Ishwari banner. The senate decides what every unit does, and where it goes, as it manages the war effort with every planet having a say. Each planet pays for it's own soldiers and their equipment, so often times armament will vary across planets.
Army Doctrines
Ishwari ranking systems are relatively standard, with different ranks of officers, admirals and generals commanding those beneath them. Ranks are applicable across every planet.
Armor and vehicles are very common, as the Republican Army of Ishwar does it's best to commit large numbers of mechanized troops at once, in order to maximize the amount of damage and minimize any casualties taken. While gravships and fighter bombers suppress and destroy defenses and enemy movement, walkers, tanks and infantry attack pinned ground forces, ideally from multiple fronts.
Naval Doctrines
Because of their galaxy, the Ishwari Republican Navy has always tried to build and train the best of the best. Armed with variations of either mass driver or particle beam technology, Ishwari ships are well armed and armored.
Due to the Republic's location in the former shipyards of the Tolen empire, Ishwari ships used the old galaxy's most powerful ships as the basis for the majority of their forces. The Outer Rim Confederacy shares common aspects of ship design, due to their own proximity to the old Tolen shipyards.
The Ishwari Republican Navy has a distinct style of combat. With a Carrier Battlegroup, consisting of carriers and battleships, Assault Battlegroups, consisting of balanced, mid-sized ships and several Spearhead Battlegroups, which consist mainly of smaller, agile ships.
The Spearhead groups usually consist of corvettes and frigates to start early attacks on the enemy. They unload large numbers of torpedoes on enemy ships and engage fighter squadrons. As the spearhead recede, the Assault group moves in to engage enemy ships, with spearheads often provide AA and AT support. Finally, Carrier groups command the fleet, with Battleships generally using long-range particle cannons and heavy torpedoes to support Assault groups, and carriers to protect the capitol ships.
Population
The Republic is primarily populated by humans, with some aliens who are in the system for scientific purposes. While the aliens are a minority, they are highly respected for their scientific prowess and often hold high positions in scientific and educational organizations.
