The idea behind the Conway Cooperative is a group of 6 large multi-system corporations band together to help a set of systems survive the death of the Tolen Empire.

OCC: This is being ran as a NPC country. It alows Daniel to post examples or have various interface opportunities without it just being "from on high". Thus in most conflicts the Conway tries not to pick a side.
